      <title>Reduced expenses help Allied reduce net loss in 2023</title>

<p><strong>Esports and poker operator Allied Gaming and Entertainment cut its net loss by more than half in fiscal 2023 after cutting expenses in several areas.</strong></p>

<p>Revenue rose 15.6% to $7.4m (£5.9m/€6.9m) in the 12 months to December 31, 2023.  This, combined with lower costs, resulted in Allied’s net loss narrowing significantly.</p>
<p>The group operates three core divisions: Allied Esports International (AEI), Allied Mobile Entertainment (AME) and Allied Experiential Entertainment (AEE), with a focus on the esports market.</p>
<p>Allied owns a number of global properties, hosts live events and provides production services across the esports sector.  Its flagship venue includes the HyperX Esports Arena Las Vegas, which also operates Allied Esports Trucks’ 18-wheel mobile gaming arenas.</p>
<p>CEO Yinghua Chen praised the “significant” progress Allied has made in 2023.  This includes the acquisition of a majority stake in mobile games developer Beijing Lianzhong Zhihe Technology, which was completed in August.</p>
<p>This, Chen said, puts Allied in a strong position for further growth in 2024 and beyond. </p>
<p>“We made significant progress in fiscal 2023 and entered fiscal 2024 in a position of strength,” Chen said.  “AEI, AME and AEE are all poised for growth as we execute on our strategic goals this year.</p>
<p>“With Beijing Lianzhong Zhihe Technology now integrated into our business, AEE completing events and expanding its presence in Asia, and continued demand for our AEI properties and content, we are extremely excited about the year ahead and very confident about ours moving forward.” ”</p>
<h2>The Allies’ net loss fell to $3.6 million</h2>
<p>Looking closer at the 2023 results, in-person activities remained the primary source of revenue at $5.0 million.  This was at the same level as the previous year.</p>
<p>Sales growth was driven by other business areas within the company.  Multiplatform content revenue increased 42.9% to $2.0 million, while casual mobile gaming generated $698,522, compared to non-Allied revenue last year.</p>
<p>Turning to expenses, total costs and expenses across the company decreased 21.0% to $14.3 million.  This was supported by a 29.6% decline in general and administrative expenses – Allied’s main expenses – to $7.6 million. </p>
<p>Lower expenses resulted in a narrower operating loss of $6.6 million compared to $11.8 million in 2022. However, the bottom line was improved by other income that helped reduce the overall loss.</p>
<p>Expense income was $46,684 while interest income was $3.0 million.  This resulted in Allied suffering a net loss of $3.6 million, as opposed to the loss of $10.8 million the previous year.</p>
<p>Additionally, adjusted EBITDA loss improved to $4.6 million from $8.6 million in 2022.</p>
<h2>Positive end to 2023</h2>
<p>Full-year growth was supported by a strong end to 2023, with the fourth quarter proving successful for Allied.</p>
<p>Revenue increased approximately 75.0% to $2.1 million in the fourth quarter.  This was again due to the impact of the Beijing Lianzhong Zhihe Technology acquisition, which resulted in additional casual mobile gaming revenue of $698,522.</p>
<p>Total costs and expenses were slightly higher than the prior year at $4.0 million.  However, sales growth resulted in the operating loss being reduced from $2.7 million to $1.9 million.</p>
<p>Other income totaled $30,730 and interest income totaled $792,103.  This resulted in a net loss of $1.1 million, an improvement from $1.7 million in 2022.</p>
<p>The adjusted EBITDA loss decreased to $1.2 million from $1.7 million in the previous year.</p>

      <title>Allwyn’s total sales rise 97.5% in landmark FY23 – full year results</title>

<p><strong>Allwyn’s total revenue rose 97.5% to 7.87 billion euros (£6.75 billion/US$8.53 billion) in 2023, in a year boosted by the acquisition of its US and UK businesses by Camelot and the preparations for the takeover of the UK National Lottery.</strong></p>

<p>Allwyn – formerly Sazka – was officially awarded its fourth national lottery license in September 2022 following a tender process that also included The New Lottery Company, Sisal and Camelot.  The company began operating the UK’s National Lottery last month and will continue to do so for the next decade.</p>
<p>The announcement that Allwyn was the preferred applicant for the license sparked anger at Camelot and International Game Technology (IGT).  Both appealed the decision to the Supreme Court – ultimately Camelot’s judgment was thrown out and IGT’s judgment was dismissed.</p>
<p>Just three days into January 2023, Allwyn confirmed that it would acquire Camelot’s US business, Camelot Lottery Solutions (Camelot LS).  The acquisition was completed in March and terms of the deal were not disclosed.</p>
<p>Camelot LS was later renamed Allwyn North America.  This came after Allwyn agreed to acquire Camelot UK in November 2022.</p>
<h2>Gross gaming revenue also skyrocketed in the fiscal year</h2>
<p>Allwyn CEO Robert Chvatal said 2023 will be a year of executing Allwyn’s inorganic growth strategy.</p>
<p>“I am pleased to report that 2023 was another year of strong financial and operational performance and strategic progress,” said Chvatal.  “We have continued to successfully execute on our growth strategies while maintaining our relentless focus on safer gaming and accountability to all our stakeholders.</p>
<p>“2023 was another year of execution of our strategy with the acquisitions of Camelot UK and Allwyn LS Group, as well as a further increase in our share of OPAP in our Greece and Cyprus segment,” he continued.  “Through our inorganic growth strategy, we are continuing to expand our presence and capacities.”</p>
<p>Gross gaming revenue (GGR) accounted for 7.54 billion euros of total revenue in 2023, an increase of 98.0% compared to the previous year.</p>
<p>Allwyn also provided financial data based on excluding the Camelot acquisitions in 2022 and 2023.  Without this consideration, sales in 2023 would have been 4.24 billion euros, an increase of 6.4% compared to FY22.  The GGR would have totaled 4.07 billion euros, which corresponds to an increase of 6.8%.</p>
<h2>Growth across the board in 2023</h2>
<p>In terms of Allwyn’s geographical performance, Allwyn performed best in the United Kingdom in 2023 with sales of €3.92 billion.  However, this represented an annual decline of 3.9%.  The company attributed this in part to limited opportunities for product and channel growth near the end of its previous license.  Sales in Greece and Cyprus amounted to 2.18 billion euros, an increase of 7.0%, supported by positive business operations in the igaming sector.</p>
<p>Sales in Italy increased by 2.3% to 2.29 billion euros and Austrian sales amounted to 1.53 billion euros.  Meanwhile, revenue generated in the Czech Republic rose 10.2% to €519.3 million, which Allwyn said was driven by strong performance in numerical lotteries, instant lotteries and igaming.  Overall, these markets achieved net sales of 3.58 billion euros, an increase of 41.7%. </p>
<p>Operating EBITDA rose by 17.8% to €1.33 billion.  Taking into account EBITDA adjustments of €150.4 million, adjusted EBITDA totaled €1.48 billion, representing growth of 27.1%.  At the end of the year, Allwyn had adjusted free cash flow of 1.38 billion euros.</p>
<p>Returning to Allwyn’s 2023 performance excluding the Camelot acquisitions, net sales are calculated at €2.70 billion, up 7.0% year-on-year.  Operating EBITDA would have been 1.15 billion euros, while total adjusted EBITDA would have reached 1.31 billion euros.</p>
<h2>The fourth quarter performance seals a successful year</h2>
<p>Regarding Allwyn’s fourth quarter performance, revenue for the quarter was 2.17 billion euros, an increase of 96.5%.  This also accounted for 27.6% of the year’s total sales.  The GGR amounted to 2.07 billion euros, an increase of 96.7% and accounting for 95.4% of the annual turnover.</p>
<p>Net sales increased by 29.5% to €987.8 million in the quarter.  Operating EBITDA amounted to €336.8 million and adjusted EBITDA amounted to €388.5 million.</p>
<p>For Allwyn’s geographic segments, total sales in Austria fell 1.4% to €397.1 million in the fourth quarter.  Allwyn attributed this to weaker results in its numerical lotteries.  However, net sales rose slightly by 1.1% to €215.2 million.</p>
<p>Sales in the Czech Republic rose 9.0% to €144.6 million, supported by “significantly lower” marketing spend.  Meanwhile, the 6.9% growth in Greece and Cyprus was driven by continued improvement in Allwyn’s customer offering.  Q4 UK sales fell 1.9% to €975.3m, reflecting gross growth rates only. </p>

      <title>National tribal leadership could change at the IGA convention this week</title>

<p><strong>James Siva just wants everyone to get along.  As the man who held together the disparate group of tribes that make up the California Nations Indian Gaming Association (CNIGA) when not one but two commercial groups tried to take the lead in betting in California, he seems to have a knack available for negotiations. </strong></p>

<p>“I think James has a unique ability to be a leader and listen to different sides of everything.  “It gives tribal leadership a chance to hear both sides and come to a compromise,” Tuolumne Band of Me-Wuk Indians Tribal Council member Dennis Hendricks said. </p>
<p>Siva said Hendricks was a mentor when he first joined the CNIGA Executive Committee. </p>
<p>Siva, the current CNIGA chairman, hopes this is the kind of leadership the Indian Gaming Association (IGA), which meets in Anaheim starting Monday (April 8), is looking for.  Siva announced his intention to run for the post of vice-chairman of the Western Indian Gaming Conference in February.  He will face incumbent David Z. Bean of the Puyallup Tribe in Washington. </p>
<h2>Young minds want to rise</h2>
<p>Siva is one of two young tribal leaders named to the National Center for American Indian Enterprise Development’s “40 Under 40” list of emerging tribal leaders this year and is running for national office.</p>

<p>The other is Justin Barrett, treasurer of the East Shawnee Tribe in Oklahoma.  He will likely face incumbent Treasurer Andy Ebona of Douglas Village, Alaska.  Together, Siva and Barrett would bring representatives from the two largest tribal gaming states in the United States onto the IGA Executive Committee.  Neither California nor Oklahoma currently has a vote on the board. </p>
<p>The IGA elections will take place on April 9, the second day of the annual conference.  Those wishing to run for office must be nominated that day, then regional factions meet to determine who they will support, and then delegates vote.  Every member base – no matter how large or small – is entitled to one delegate and one vote. </p>
<h2>Time for a change?</h2>
<p>Siva and Barrett are both running in hopes of bringing about change. </p>
<p>“I feel a certain level of complacency has crept into IGA over the last five to 10 years,” Siva said.  “I think at this level it’s not surprising that things get a little repetitive.  There are the same types of conferences, the same types of lobbying efforts in DC, it’s being criticized by tribes across the country.”</p>
<p>Siva said the IGA, which advocates on tribal issues in Washington, D.C., requires unanimity before it can take a clear position on an issue.  As chairman of CNIGA — a coalition of 52 tribes in California — it’s hard to reach complete agreement on certain issues, so Siva had to start thinking outside the box. </p>
<p>“We really had to think about what unity of purpose means,” he said.  “Unity, based on complete consensus, makes any action unattainable.  But you have to agree on the principles.  We had to nail down our core beliefs and then we can disagree but move on.”</p>
<h2>Respect is crucial to the unity of the CNIGA</h2>
<p>One of the most recent examples came in 2022, when a group of seven commercial operators pushed a ballot initiative to bring online sports betting to California.  In the end, Indian Country resisted the initiative and killed them. </p>
<p>But along the way, three tribes – the Big Valley Band of Pomo Indians, the Middletown Rancheria of the Pomo Indians and the Santa Rosa Rancheria Tachi Yokut Tribe – have all committed to supporting Proposition 27, the commercial initiative, because they believed that this would be a step towards financial independence and would help them maintain their sovereignty. </p>

<p>Most of the rest of the CNIGA disagreed, but Siva and his board did not shun or reject the tribes. </p>
<p>“They came to all our meetings and were treated with respect,” Siva said.  “And they shared their thoughts.  We needed to be able to identify our shortcomings so that these tribes wouldn’t have a hard time turning to commercial operators for help.”</p>
<p>Hendricks said: “It has been a difficult time and the CNIGA’s job is to protect the sovereign right to gamble on our land.  When someone takes the other side, it hurts some people.  We have worked for tribal unity for a long time, and it was painful, but now that we have achieved it, even if we disagreed with their statements or concerns, they are still part of our group, and we respect what they say have to do say.”</p>

<h2>Shiva’s goal: to listen to everyone</h2>
<p>As California Indian Country recovered from that divide, another business group put forward another plan for a ballot initiative in 2023.  This time Siva and CNIGA were strongly against it. </p>
<p>The group abandoned its plan, giving the state’s tribes a chance to mend fences within their larger community and determine what legal sports betting and, eventually, online casinos will look like in the nation’s largest state. </p>
<p>“I’m trying to advocate and create a space where everyone has a seat at the table and can share their decision,” Siva said.  “I want to grow our industry, promote tribal exclusivity and defend tribal sovereignty.  I think I can bring this to the national stage.”</p>
<p>Siva was elected Chair of CNIGA in 2020 after serving as Vice Chair and Member at Large.  He is also vice chairman of the Morongo Band of Mission Indians, where he previously served as a tribal council member.  Siva says he stumbled into tribal leadership but found it was his calling. </p>
<p>“This is the first thing I’ve done that really ticked all the boxes for me,” Siva said.  “I can still do some academic work, like working on legislative and policy stuff.  I have always felt very comfortable and thrived as a public speaker.  And I’ve always been a people person.”</p>
<h2>Kindred soul?</h2>
<p>Twelve hundred miles east, Siva has found something of a soul mate.  Barrett, who just turned 30, is the youngest tribal board member in East Shawnee history, and if he wins his bid for IGA treasurer, he will appear to be the youngest ever to do so.  Barrett said his family has long been involved in tribal leadership and politics, so this was a natural fit for him. </p>

<p>Barrett and Siva are part of a group putting together the new Tribal Leadership Council, which aims to give young tribal leaders the tools to succeed.  The idea came about, Barrett said, through a conversation between him and California Paskenta Band of Nomlaki Indians Chairman Andrew Alejandre, who was also on the “40 Under 40” list. </p>
<p>“We had this conversation about how we don’t see anything for new or existing tribal leaders about how to do their job,” Barrett said.  “The question is: ‘How can we build a new generation of leaders and have a sustainable future?’”</p>
<h2>Time to write the next chapter?</h2>
<p>Barrett and Siva see a first step as winning their elections and creating platforms at the national level.  Siva says Barrett’s experience in casino operations and his work as his tribe’s treasurer make him an “incredible treasurer with extensive experience,” while Barrett says Shiva’s strength is “coalition building.”</p>
<p>If things turn out the way Siva and Barrett hope, this time next week they will begin writing their next chapters, something Siva is passionate about. </p>
<p>“I’ve always been a geek or a nerd,” Siva said.  “I’ve always had a love for academics, but I’m a high school dropout with an Ivy League degree.  I floated around for a while (after getting a GED) before finding myself back in school and then at Columbia.</p>
<p>“There is always time to rewrite your story.”</p>

<h2>The Queens casino is controversial among politicians</h2>
<p>Businessman Steve Cohen’s plan to build a casino in Queens next to the Mets’ Citi Field earlier this week won approval from a city councilman, but a state senator said Cohen had not been “open and transparent,” according to the report <a href="https://nypost.com/2024/03/28/us-news/councilman-francisco-moya-backs-steve-cohens-8b-nyc-casino-plan/" target="_blank" rel="noreferrer noopener">New York Post</a>. </p>
<p>State Senator Jessica Ramos, who appears to support a Genting Resorts World project, objected to Cohen’s lobbying strategy.  Any downstate casino requires legislative approval in Albany.  Cohen is partnering with Hard Rock on his planned project.</p>
<p>Queens City Councilman Francisco Moya told NYP, “If we do not take advantage of this once-in-a-lifetime opportunity, we will ensure that the area around Citi Field remains unused parking for the foreseeable future;  and we are permanently hindering Queens’ future growth potential.  Let’s not let that happen.”</p>
<p>In March, the New York State Gaming Commission announced that it would not decide who would receive the three available licenses until the end of 2025. </p>
<h2>Louisiana bans prop betting for college players</h2>
<p>The NCAA publicly advocated for a nationwide ban on supplemental betting for college players last week, and Louisiana regulators subsequently announced on April 1 that they would ban this betting market starting August 1: </p>

<h2>Alabama’s slimmed-down gambling bill heads to conference</h2>
<p>The Alabama House of Representatives declined to approve a scaled-down version of the sweeping gambling bill it sent to the Senate on April 4, and the matter will now head to a conference committee, it said <a href="https://cdcgaming.com/alabama-lottery-casino-legislation-heads-to-conference-committee/" target="_blank" rel="noreferrer noopener">Associated Press</a>. </p>
<p>The House previously passed a gambling bill that would have given the state 10 brick-and-mortar casinos, lotteries, and retail and digital sports betting.  The Senate eliminated all sports betting, installed electronic slot machines at dog tracks and reduced the number of retail casinos. </p>
<p>Each proposal would be a constitutional amendment that would benefit voters.  Lawmakers have more than a month to hold a session and send a proposal back to the House and Senate.  The legislative session is expected to adjourn on May 20. </p>

<p>According to a, Circa Sports began accepting bets in Kentucky on April 1, marking the company’s first launch since it began operations in Illinois last September <a href="https://www.circasports.com/kentucky-app#:~:text=NOW%20AVAILABLE%20IN%20KENTUCKY,able%20to%20open%20an%20account." target="_blank" rel="noreferrer noopener">Company press release</a>.  With the launch, Kentuckians now have eight betting platforms to choose from.  Circa Sports is also live in Colorado, Iowa and Nevada. </p>
<p>In Mississippi, DraftKings opened a new brick-and-mortar casino at the Golden Nugget.  The book features the largest seamless screen on the Mississippi Gulf Coast, the company announced.  And in New Jersey, Prime Sportsbook launched March 31 in New Jersey, its second market after Ohio.</p>

<h2>Poll: Nevadans want a lottery</h2>
<p>A <a href="https://www.noblepredictiveinsights.com/post/yeah-yeah-yeah-nevadans-enthusiastic-about-ballot-measures" target="_blank" rel="noreferrer noopener">Noble Predictive Insights Survey</a> A survey of 829 registered voters from February 27 to March 5 found that 75 percent of Nevadans support the creation of a state lottery.  Nevada is one of five US states that currently does not have a lottery. </p>
<p>According to the poll, support for a lottery is bipartisan, with 82 percent of Democrats in favor versus 71 percent of independents/others.  Whether or not to allow a lottery is one of five ballot measures Nevada voters will consider in November. </p>
<h2>Digital sports betting is NOT coming to Nebraska</h2>
<p>According to a public opinion poll that showed 57% of respondents would vote yes to a constitutional amendment that would extend legal sports betting to online platforms, supporters will not pursue one <a href="https://theindependent.com/nebraska-casino-executive-says-online-sports-gambling-wont-be-on-november-ballot/article_7cbcc11e-f132-11ee-a77f-87e65bbea7d4.html" target="_blank" rel="noreferrer noopener">Lincoln Star Journal</a>.  Although the number is more than the 50% needed to pass an amendment, it is not high enough to convince supporters to move forward. </p>
<p>“If you’re at 57 (% support), there’s a chance you could lose unless you really invest significant resources,” WarHorse Gaming’s Lance Morgan told the Star-Journal.  “It doesn’t make sense to go to war unless you have a war chest ready.”</p>
<p>WarHorse partnered with BetMGM, Caesars Sportsbook, DraftKings and FanDuel to conduct the survey.</p>
<h2>LSU-Iowa women’s game record</h2>
<p>Although none of the major operators released specific numbers, all reported that the LSU-Iowa women’s basketball elite game on April 1 represented the highest bet on a women’s sports event in history.  According to ESPN, viewership for “Sweet 16” increased 96 percent. </p>

The Connecticut-USC game was also among the top three women’s sports events with the most bets, according to BetMGM data <a href="https://www.usatoday.com/story/sports/ncaaw/2024/04/02/iowa-lsu-betting-record-march-madness-elite-eight/73184652007/#:~:text=Sports%20business%20reporter%20Joe%20Pompliano,FanDuel%2C%20Caesars%20and%20ESPN%20BET." target="_blank" rel="noreferrer noopener">USA today</a>.  </p>

      <title>PNR Tecnologia and Lema apply for Loterj accreditation in light of IBJR criticism</title>

<p><strong>PNR Tecnologia and Lema are the latest gambling companies to apply for accreditation with the Rio de Janeiro State Lottery (Loterj), which has come under fire from the Brazilian Institute for Responsible Gambling (IBJR).</strong></p>

<p>On Wednesday (April 3), PNR Tecnologia submitted documents regarding the operation of sports betting and online games with Loterj accreditation.  On Friday (April 5), Lema visited Loterj headquarters. </p>
<p>The aim was to carry out a proof of concept and assess compliance with Loterj regulations.  This comes after Lema presented its platform for operating sports betting and lottery back in March.</p>
<p>In March, Caesars sports betting licensee BIG Brazil announced it was seeking Loterj accreditation to offer both sports betting and lottery.  Loterj has since been criticized for its attempts to operate outside its state of Rio de Janeiro in Brazil.</p>
<p>The director of PNR Tecnologia, Yuri William, supported Loterj’s initiative.  He explained: “Loterj has a lot to add to the new Brazilian regulated market as it is the first lottery to do so.”</p>
<p>“We believe that with Loterj’s support we can grow in the fixed odds betting market given Brazil’s potential for the world.  We want to be part of this market.”</p>
<h2><strong>Ongoing dispute between IBJR and Loterj</strong> in Brasil </h2>
<p>Loterj’s announcements regarding PNR Tecnologia and Lema’s attempts to seek accreditation have drawn criticism from the country’s Ministry of Finance and the Brazilian Institute for Responsible Gambling (IBJR).</p>
<p>Brazil’s IBJR published a note denouncing Loterj’s actions.  It stressed that it had acted beyond its reasonable scope in accrediting gaming companies for nationwide activities.  The IBJR has called his moves a “clear violation” of federal regulations.</p>
<p>“The actions carried out by Loterj create disorder, raise unnecessary doubts and harm the process of regulating the fixed odds betting industry in Brazil,” the IBJR note said.</p>
<p>“It is illegal to take the position that fixed odds betting operators licensed by Loterj (or any other authority other than the Ministry of Finance) have the right to explore this lottery modality and offer these services to consumers located anywhere other than the territory of the state of Rio de Janeiro.”</p>
<p>The IBJR also claims that the company has sent letters to gambling companies asking them to cease operations because they do not have a license issued by Loterj or risk a series of administrative sanctions procedures.</p>
<p>According to the IBJR, this was an “unfounded request” that lacked a legal basis.  The reason for this is the decision of the Federal Court of Justice that legislative competence in accordance with Article 22 of the Federal Constitution remains exclusively the responsibility of the Union.</p>
<h2><strong>Santa Ritta: IBJR “is right”</strong> </h2>
<p>André Santa Ritta, associate lawyer at Pinheiro Neto Advogados, believes that the IBJR’s criticism is well-founded.</p>
<p>Santa Ritta believes that Loterj does not have the power to allow its licensees to operate nationwide.  He told iGB via email: “IBJR is right and their arguments make sense.</p>
<p>“I was involved in these discussions myself.  I don’t believe Loterj has the legal basis to allow companies to operate across the country.”</p>
<p>iGB has reached out to Loterj for comment on IBJR’s statement but has not yet received a response.</p>
