We are living in unprecedented times. COVID-19 has swept throughout the world, and governments globally have taken drastic measures to stop the spread in an attempt to save lives. In February 2020, as African countries watched Asia and Europe begin the implementation of lockdown, a study by Survey54, an automated mobile-led data collection platform, found that approximately 80% of Africans interviewed felt almost immune to the virus as they were yet to hear of any confirmed cases on the continent. This did not last long and by Mid-March, lockdown procedures were initiated across Africa. Despite the swift response, lockdown came with many challenges that drastically affected a continent which heavily depends on the informal sector. With roughly 90% of Africans now concerned for their finances, the sentiment towards COVID-19 has shifted drastically.
No one and nowhere seems to be immune from the impact of this pandemic, as was made evident when, one week into the nationwide lockdown, South Africa was downgraded to “junk” status. Other African countries including Tanzania and Angola are now said to also be experiencing economic instability as a result of this pandemic.
Despite the uncertainty that has been brought about by the pandemic, tech-enabled companies have witnessed increased demand from individuals, businesses and even governments who seek to bridge existing communication and logistics gaps[i].
Businesses globally have started to prioritise digital transformation strategies to ensure business continuity. To complement this reliance on technology, surveys and insights studies are being conducted across Europe and the US to help businesses understand customer needs and attitudes. However, gathering this information within Africa has proven to be difficult due to a lack of infrastructure.

A study conducted by Survey54 across the continent found that almost 70% of survey participants in Nigeria no longer felt safe to go food shopping, a sign that customer behaviour is indeed changing and further indication that by looking into data and insights, African businesses and those operating on the continent have the opportunity to find innovative ways to cater to the needs of consumers in an efficient and informed manner. Businesses can make use of services such as Survey54 for consumer insights to improve product offerings and strengthen their overall marketing and communications strategy in times of uncertainty.
Survey54 offers businesses relevant and timely data on countries within Africa that can help validate assumptions and stress test strategies even during nationwide lockdowns. Following their recent COVID-19 consumer perception study across Africa, Eyeson revealed some interesting findings including the fact that almost 55% of Nigerians decided to spend more time on personal development by taking online courses, perhaps proving that this is a chance for more unconventional modes of education to take root in the country. With 93% of the people who took the survey fearing for their finances during the lockdown, the question is whether these newly acquired skills will lead to a paradigm shift in terms of job creation and income generation after the pandemic.
In South Africa, it was found that 72% of survey takers felt financially affected by the pandemic, whereas amongst Ghanaians, this number dropped to 46%. This stark contrast of figures could suggest organisations would be mistaken for generalising the impact of the pandemic across the continent.
Moving forward, businesses and countries on the continent must strategize on short-, medium-, and long-term goals using accurate and up-to-date customer data. Eyeson suggests that “Further research, leveraging real-time opinion polls and audience sentiment, should be conducted on the ground post-COVID-19 to identify opportunities that the pandemic has inadvertently presented us with.”

On this auspicious occasion, I wish all AMISOM colleagues a very happy day of thanks, recollection, remembrance and celebration of our fore-fathers challenges, sacrifice and achievements, as they strived to make true the vision that brought us where we are today, since that historic 25 May 1963.
We, in AMISOM, are aware that the road to full liberation, peace and economic emancipation, is still long and bumpy, but have pledged to play our part;
AMISOM was vital in protecting the transitional Government and the ensuing Somali Federal Governments;
AMISOM and SNA have degraded Al Shabab and pushed the bulk of its forces from Mogadishu and from all other liberated areas across the sectors;
AMISOM helped expand humanitarian access and provided various forms of relief to a significant number of Somalis;
AMISOM, working jointly with the Somali National Security Forces, are providing the security foundation on which the Government and all international actors rely to fulfill their mandates in Somalia today.
This year, in addition to efforts to contain terrorism, build peace through dialogue and reconciliation and develop the country through state building, reconstruction and recovery, AMISOM is working with the Federal Government of Somalia to help the people of Somalia deal with the disruptions being brought about by the Corona Virus pandemic.
As we celebrate Africa Day, I salute the brave young African men and women from Somalia and our troop and Police contributing countries who, in a complex and difficult environment in which they are operating, are pushing their energies and skills to the limit, to make the vision of our founding fathers a reality in Somalia.

“On behalf of the African Union Mission in Somalia (AMISOM), I congratulate all the Muslims in Somalia, upon completion of the holy month of Ramadan” – said Ambassador Madeira.
“The holy month of Ramadan is a time to reflect on the teachings of Islam and reinforce the virtues of sharing, forgiveness and self-sacrifice. As we come to the end of Ramadan, let us use this opportunity to renew our commitment to a peaceful and prosperous Somalia and to remind ourselves of the responsibility that we have to one another and to the Almighty,” Ambassador Madeira added.
The AU Special Representative said this year’s Eid al-Fitr celebrations come amid the global COVID-19 pandemic and called on muslims in Somalia to continue to protect themselves by following public health guidelines and avoid the spread of the disease.
“As you celebrate Eid al-Fitr, I urge you to safeguard the progress that your country has made in economic recovery, inclusive politics, and security through containing terrorism, promoting dialogue and reconciliation, state building, reconstruction and recovery,” He said.
Ambassador Madeira reiterated AMISOM’s continued commitment to working with the Somali people, as they strive to end the war, bring peace and develop the country.

As Governor of Mudug region of Puntland, Mr. Ahmed Muse Nuur was instrumental in the provision of the much-needed local government services including protecting the Mudug population against coronavirus, stabilisation and reconstruction efforts.

Minister welcomes new internet cable connecting Somalia with 23 countries in Afric

(Mogadishu – May 16, 2020) H. E. Abdi Ashur Hassan, Minister for Post, Telecom, and Technology, has welcomed the 2Africa subsea cable initiative, which will be one of the world’s largest subsea cable projects that will interconnect Europe, the Middle East, and 21 landings in 16 countries in Africa.
The 2Africa cable is an initiative of China Mobile International, Facebook, MTN GlobalConnect, Orange, stc, Telecom Egypt, Vodafone and WIOCC. Dalkom Somalia, which has a landing station in Mogadishu, is one the shareholders of WIOCC and Dalkom’s CEO is the Chairman of WIOCC Board of Directors.
The minister thanked Dalkom Somalia for being part of this initiative that will not only bring new opportunities but also provide redundant international connections as we seek continuity for businesses through uninterrupted internet connection.
“We are confident that improved connectivity will help our growing digital economy and enhance internet-based services,” said the minister, adding “As a government, we are determined to promote competition and innovation in the ICT sector through creating a conducive environment for investors.”
According to the Mobile Data Pricing 2020 Report by Cable.co.uk, Somalia comes as the 7th country in the world and first country in Africa where the average cost of 1GB of internet is the cheapest.
The Minister finally urged the private sector to invest in constructing a national backbone project – through public private partnership – that will connect the country through a terrestrial fiber network, which will enable online activities that call for high-speed broadband Internet, including the creation and use of e-government services.

U.S. falsely accusing China undermines international rule of law

By Zhong Sheng—For a long time, some American politicians and organizations, out of ulterior motives,
have stirred up trouble based on hearsay, knitting the conspiracy theory about the
origin of COVID-19 and trying to hold China accountable for the pandemic and claim
compensation from the country.
On May 12, Lindsey Graham, Chair of the U.S. Senate Committee on the Judiciary,
even introduced the so-called COVID-19 Accountability Act to instigate chaos again,
showing a total disregard for the law.
A major infectious disease outbreak is classified as a public health emergency as well
as a force majeure in terms of legal theories.
From the aspect of substantive law, the existing international legal system hasn’t
specified in any way that the country where a virus has been first discovered should
assume responsibility.
It is widely known that the virus came into being purely by accident and it is
obviously unfair to falsely accuse pandemic-hit regions and people and cause
secondary damage.
According to procedural law, the principles of sovereign equality and immunity
indicate that the courts in one country have no right of jurisdiction over the sovereign
act of a foreign government to prevent and control the epidemic.
The Charter of the United Nations (UN) stipulates the principle of sovereign equality.
“Equals have no sovereignty over each other,” said the Roman law. The doctrine from
ancient Rome has formed the basis of state immunity in the course of history and been
supported by the judicial practice of the sovereign states nowadays.
A sovereign state is thus exempt from the jurisdiction of foreign national courts, a
right protected by the international law rather than a “gift” given by foreign
government.
It should also be noted that the estoppel principle of the international law requires
countries to be consistent in applying the rules. As some U.S. politicians found no
legal grounds for butting in China’s anti-pandemic attempts, they didn’t simply give
up.
To justify their accusations against China, they intend to amend the Foreign Sovereign
Immunities Act of the U.S., a commitment of the country to sovereign immunity.
Such a move will not only impair the logic and operation of the international law, but
trigger global sovereign litigation, causing chaos in the international legal system and
putting a strain on international relations.
Many legal experts in the world have made remarks to expose the true faces of someU.S. officials behind such clumsy tricks.
Some American politicians have claimed that the novel coronavirus originates from a
lab in Wuhan, China, yet they fail to provide any evidence, said Lawrence Gostin,
Professor of Global Health Law at the Georgetown University of the U.S.
Facts should matter, instead of unfounded allegations made by some media and
individuals, noted Armin von Bogdandy, Director at the Max Planck Institute for
Comparative Public Law and International Law, adding that he disagrees that China
has to pay the damages.
Peter Hilpold, Austrian legal expert as well as Professor of International Law at the
University of Innsbruck in Austria, pointed out that the unconfirmed claims from the
U.S. has damaged China’s reputation and for this, China could also claim
compensation from America.
The law has to be based on evidence and facts. To find out the origin of the virus is a
serious scientific problem as well as a professional issue that needs to be tackled with
reason, which makes it necessary to listen to and respect the opinions of scientists and
professionals.
There is a general consensus in the international scientific community that the novel
coronavirus is neither man-made nor genetically engineered.
With the further investigation and research into the virus, the pandemic turns out to
happen much earlier than people thought in many countries. Experts from the World
Health Organization (WHO) made it clear that the source of the virus couldn’t be
determined yet.
The joint statement of 27 well-known medical experts from 8 countries recently
published on The Lancet and Nature, both authoritative journals in the world, and the
reports released by professionals from America, Australia and Britain have also
confirmed that the virus wasn’t man-made.
Faced with such facts, some Americans have already become a laughingstock for their
embarrassing and untenable accusations.
Despite feeble arguments, some U.S. officials still refuse to halt the farce of trying to
hold China responsible and claim damages. It is evident that they are plotting to
politically blackmail China through the presumption of guilt.
Tom Ginsburg, Professor of International Law at the University of Chicago, pointed
out that many right-wing politicians in the U.S. are focusing on China’s problem to
whitewash their own mistakes.
Justice naturally inhabits a man’s heart. By falsely accusing China, the U.S. is openly
undermining international rule of law, which is meant to protect fairness and justice,
not to be used as a tool by some U.S. officials to politically blackmail other countries.

Nicholas Musonye announces his candidacy for FKF presidency

Mareeg.com-Former CECAFA General Secretary, Nicholas Musonye, has announced his intention to run for the presidency of Football Kenya Federation, during an interview with Nation TV on Friday.
Nicholas Musonye said that he has two main priories to help develop football in his country. “My priority number one is youth development and governance is priority number two for me. Candidates for the post can say the same thing, but the question is how are you going to implement it? I have the structure of how to implement it, so my main concerns are youth development and governance” Musonye stated.
He said that if the federation gets any money from FIFA or from the government, it will be used for where it was supposed to be spent.
Musonye, who has more than twenty years of football management experience, has been working at CECAFA since 1998, first serving as executive officer and then as General Secretary from 2001 until his resignation from the post in March this year.
If elected to the post, Musonye, who has an extensive football management experience, hopes to lead Football Kenya Federation with consultations, saying that giving all concerned parts the opportunity to play a role in the development of Kenyan football is important.
Mr Musonye’s announcement to stand for the top position comes as the football governing body of Kenya has been in turmoil for the past several months after its mandate ended and it failed to hold free and fair elections.
In the first two weeks of March this year, FKF organised the election of its regional branches, but it was nullified by the Sports Disputes Tribunal in Kenya, which also called on FIFA to form a normalisation committee for FKF after its mandate ended.

A prominent Somali football instructor shot dead

Mareeg.com-It is with great sadness that Somali Football Federation announces the death of former Ocean Stars goalie, instructor and current goalkeeping coach for Ocean Stars youth team, Abdiwali Olad Kanyare, who was shot dead by unidentified gunmen in the town of Afgoye, 30 kilometres south of Mogadishu on Thursday evening.
He was killed inside a mosque while performing Taraawiih prayers. The assailants escaped the scene after carrying out the brutal assassination. “It is really very sad that we have missed a visionary young coach and instructor– a man who had a great ambition for his football career” Somali Football Federation president, Abdiqani Said Arab said. “On behalf of Somali Football Family I send our heartfelt condolence to his family, relatives and friends in football. We will sadly be missing him” SFF president said in a statement.
“He was an active trainer and instructor who was always keen to pass his knowledge to everyone who wants. “We pray Allah to have mercy on him” SFF senior vice president, Ali Abdi Mohamed added. The SFF called on Somali government to investigate the brutal killing and bring the perpetrators to justice.
He was born in the city of Beledweyn on 15 May 1980, but grew up in Mogadishu. The slain footballer loved the game in his childhood and his football career dates back to 1990s. Over the years he played for different football clubs such as Bariga Dhexe FC, Horseed Sports Club and Mogadishu City Sports Club, previously known as Banadir Sports Club.
The late Kanyare, represented Somalia in many international competitions from 2000s until his retirement as national team goalkeeper in 2015. He then went on to educate himself. He attended a number of coaching courses organised in Somalia by FIFA, CAF and Somali Football Federation. Until his death he held CAF license B coaching certificate.
In recent years, Kanyare served as the goalkeeper coach for Somali National Youth football squad, while he also conducted a number of goalkeeping courses across the country.
“In July 2018 my fried Abdiwali Olad Kanyare, helped me establish the Goroje Goalkeeping Academy in Somalia where we trained many young goalkeepers. We travelled together to many regions in the country to conduct trainings. For me his death marks a painful loss of a great friend and a brother” said Abdirizak Farah Omar [Goroje], the founder of Goroje Goalkeeping Academy. “In January 2020, we travelled to South West State where we conducted a week-long training program for young boys” he added.
In March this year, Abdiwali Olad Kanyare was one of several instructors sent by Somali Football Federation to Hir-Shabelle State where they trained over 50 young men including coaches, football administrators and referees.
“He was a well-prepared instructor who had an excellent teaching talent. Our next mission was to conduct the same development courses in the Puntland State as soon as the COVID-19 lockdown ends, but I am so sorry that we have missed him” said Somali Football Federation vice president for regional development, Abdullahi Sheik Nor.

Ministry welcomes improved global ranking on average cost of Internet

(Mogadishu, May 7, 2020) Somalia’s Minister for Post, Telecom and Technology, H. E. Abdi Ashur Hassan, has welcomed the country’s latest improved global ranking on the cost of Internet, which put Somalia in first place in Africa and seventh worldwide.
The report from UK-based price comparison website — cable.co.uk – has shown that Somalia comes as the 7th country in the world and the first in Africa, where the mobile data cost of 1GB is $0.50, according to data collected from 238 nations worldwide by Cable in its “Worldwide mobile data pricing”.
Report shows that Somalia telecom companies offer the cheapest mobile data subscription rates in Africa and one of the top ten in the world, making a huge progress in the space of 12 months as the country was 134th worldwide and 37th on the continent.
Mr Hassan said that this was one of the latest in a range of positive indicators, which highlight that Somalia’s ICT environment was steadily improving and this will support the contribution of digital economy to our GDP as the number of internet-based services would increase.
“This year’s finding by Cable is above all a testament to the hard work and innovation of our telecom businesses and workers. It also shows that the sacrifices of so many people are yielding tangible results in terms of international competitiveness,” noted the minister.
The improvement affirmed the government’s efforts made in the last three years to regulate and promote competition in the market. Currently Somalia has ICT Law and Policy in place, and plans are in their final stages to put in place licensing, spectrum, numbering and interconnection regimes.
