"More people may die if we don't coordinate," Biden told reporters.
The president-elect was speaking about the US economy in Wilmington, Delaware on Monday.
However when the time for questions arose, reporters' attention turned to Trump's refusal to concede.
"It would make it a lot easier if the president would participate," Biden said.
"I am hopeful that the President will be mildly more enlightened before we get to January 20th."
Just last week, at another Delaware press conference, Biden called the president an "embarrassment."
The next President of the United States told reporters that Trump is not helping "his legacy" by refusing to concede.
"It's an embarrassment, quite frankly," Biden said.

The Democrat also complained on Monday that Trump is not doing anything to pass a coronavirus stimulus package.
"The idea the president is still playing golf and not doing anything about it is beyond my comprehension," Biden said,.
"You'd at least think he'd want to go out on a positive note."
Biden's comments come after the 45th President, 74, was seen enjoying a round of golf on Sunday at his Trump National Golf Club in Virginia after going to the course on Saturday.
Trump's trip out for some recreation time came after he initially conceded that his Democrat rival Biden had won the race to the White House but then backtracked, saying he "concedes nothing."
The president continues to fight the results with legal challenges and after he called the election the “greatest theft in the history of America”.
Trump appeared to have finally accepted that Biden was the victor when he used the words "he won" for the first time - albeit by then saying "because the Election" was rigged.
But it wasn't long before he backtracked and made it clear that he wasn't conceding anything and "we have a long way to go."
His initial apparent concession came when he once again took aim at Dominion Voting Systems, a technology used by most states, including Michigan and Georgia.
