An annual comprehensive study by WalletHub is shedding light on the best โ and worst โ places for retirees to call home, considering a wide array of factors from affordability to healthcare quality. And as it turns out, Orlando, Fla., the home of the โhappiest place on Earth,โ is also crowned the top spot to retire in the U.S.
The Sunshine State Dominates
It comes as little surprise that Florida cities dominate the top of the list, with Orlando claiming the coveted number one spot. The city famous for its theme parks and eternal summer offers retirees far more than just Mickey Mouse and roller coasters. Orlandoโs appeal lies in its unique combination of tax-friendliness, affordable healthcare, and abundant recreational activities.
โItโs important to choose wisely when picking where to retire, as many retirees are on a fixed income,โ notes Chip Lupo, a WalletHub analyst. โAs a result, the best cities for retired people are those that minimize taxes and expenses, as well as have good opportunities for retirees to continue paid work for extra income, if they choose to do so.โ
Orlando excels in these areas, particularly in its tax policies. Floridaโs lack of state income tax, estate tax, or inheritance tax makes it a financial haven for retirees. But itโs not just about keeping more money in your pocket; itโs about how far that money can go. Orlando ranks 9th out of over 180 cities (full list at bottom of post) for affordability of homemaker services and 20th for adult day health care costs.
The city also shines when it comes to healthcare, boasting the highest number of gerontologists and home health care facilities per capita in the study. For retirees concerned about maintaining their health and independence, this robust healthcare infrastructure provides peace of mind.
But retirement isnโt just about financial security and health โ itโs also about enjoyment and fulfillment. Here, too, Orlando delivers. The city ranks second overall for recreational activities, with a particularly high number of music venues, fishing facilities, art galleries, and adult volunteer opportunities. This combination of entertainment options and chances to give back to the community creates a rich, engaging environment for retirees.
Miami: A Cultural Paradise for Retirees
Hot on Orlandoโs heels is Miami, claiming the second spot in the rankings. While it shares many of the tax benefits of its northern neighbor, Miami distinguishes itself with its vibrant cultural scene and outdoor activities.
Miami tops the national rankings for adult volunteer activities, art galleries, and fishing facilities per capita. It also boasts the fifth-highest number of museums and the 11th-highest number of recreation and senior centers. The cityโs walkability is another significant draw. Ranking as the fifth-most walkable city in the country, Miami allows retirees to maintain an active lifestyle while reducing reliance on cars. Breaking the Mold: Minneapolis
While Floridaโs dominance in the top rankings isnโt surprising, the third-place finish of Minneapolis, Minnesota, challenges conventional wisdom about retirement destinations. This Midwestern city proves that retiree-friendly doesnโt always mean year-round warm weather.
Minneapolis stands out for its elderly-friendly labor market. With over 22% of the working population aged 65 or older, the city offers ample opportunities for retirees who wish to continue working, either out of financial necessity or personal fulfillment.
The city also excels in healthcare, ranking 6th overall for its hospital system. It boasts a high number of nursing homes and gerontologists per capita, ensuring that retirees have access to quality care as they age. Mental health is another strong point for Minneapolis, which has the third-lowest suicide rate for people aged 65 and older.
These strengths contribute to Minneapolis ranking as the 29th most caring city in the U.S., highlighting the supportive community environment it offers to retirees.

Jonathon Ferguson, a Financial Capability Specialist at the University of Wisconsin-Madison, weighs in on the potential consequences: โThis could lead to greater dependence on public programs such as social security retirement benefits, increased poverty rates among the elderly, enhanced caretaking and financial responsibilities by younger generations, etc.โ
Ferguson emphasizes the importance of early and comprehensive retirement planning. โNot building their financial retirement plan on the basis of a very well thought out non-financial retirement plan,โ he notes, is one of the biggest mistakes people make when planning for retirement. โUltimately, money is just a tool to help people live the lives that bring them joy. For this reason, the money plan should follow the life plan.โ
He advises soon-to-be retirees to consider in detail how they want to spend their time in retirement. โWho will they spend time with? What activities will they participate in? Where will they spend time in retirement (specific locations)? What positive components of their career/job experience will they miss and how can they build these into their retirement experience?โ
Living on a Fixed Income
For those already in or approaching retirement, living on a fixed income presents its own set of challenges. Ferguson offers some practical advice: โThose who have developed strong budgeting skills over time will benefit during retirement. Itโs important for retirees to understand how their fixed income amount covers necessities (food, healthcare, transportation, etc.) and discretionary expenses.โ
He also stresses the importance of having a financial cushion. โFor retirees who have been fortunate to amass significant personal savings, it is important to have adequate funds readily available. Ideally, 1 yearโs worth of living expenses (or more) in a โrainy dayโ account can be helpful during tough times but also can provide a strong sense of comfort and security during good financial times.โ
